One of the biggest schools for fashion designers is FIDM- Fashion Institute of Design & Merchandising. There are multiples campuses in California, with Los Angeles being the most well known campus. The program is about 2 years.

I would recommend going into something simple, like designing in Jersey knit, maybe learn about silkscreen….. and go from there. If you’re parents are able to help they could help find a factory to produce prints and/or t-shirts…. move from there

If you have a knack for designing, I don’t think you need much other than high school. But going to a fashion school will help nevertheless.
